DIY costume help-Tin Man

My department at work is dressing up for Halloween. We are actually having a competition between office staff, adult therapy, pediatric OT/PT, and speech/audiology. My group is dressing up as Wizard of Oz and I am going to be the Tin Man. I don't want to pay $50 for a costume, but I want to look like the Tin Man. I need some DIY ideas. I know a spray painted funnel for my head and I can wear a gray top, but it's the torso that I'm having trouble with. I HAVE to be able to move because I will be working with small (and fast!) children all day, so I can make it out of tubing or a upside down wastebasket painted silver or any of that. Also, with my huge workload at school I have to be able to make it quickly and cheaply. You moms are smart and creative, so please help! Thanks.

What about just getting a grey sweatsuit. You could draw on details, like the lines where it opens. If you face is painted and you have the right hat you will look good. Also find a heart necklace (you know..lol).

Could you do something with a cardboard box and either silver spray paint or tin foil??
