My friend and I have been going back and forth over this. I say he's a DOG and she thinks he might be a BULL because he dates a cow. What do you guys think? :)

Yeah Goofy is a dog.

In the newspaper comic strips, this new character was first given the name Dippy Dawg. A 1938 book indicated the first change to Dippy's name, "The Story of Dippy the Goof," and by 1939 the final change was made to Goofy with the release of the cartoon "Goofy and Wilbur."

Goofy was created as a human character (just like Mickey and Mini ect.), as opposed to Pluto, who was a pet, so he walked upright and had a speaking voice.

Very funny website that ponders that question:

Disneys official response:
http://disneyshorts.toonzone.net/characters/goofy.html

"To answer the question that gets asked the most; Goofy is a dog.
Or rather, a dawg. he originally made his debut in "Mickey's Revue" as Dippy Dawg. However, in Disney's world there was always a curious mix of the anthropomorphic characters (such as Mickey, Donald and Goofy) and the non-anthropomorphic animals (such as Pluto, Butch or Figaro.) The latter had to stay within the confines of their animal characteristics. That both Pluto and Goofy remained dogs, yet each had their own drastically differing personalities, demonstrates the dichotomy of this situation. "
