No, because then merchants will raise things to the next nickel. And what about sales taxes. Sales tax here is 6 cents on the dollar for the rest of the state and 7 cents in Philadelphia. So if I buy something for 99 cents, will I wind up paying $1.10? And all the dollar stores will be $1.03 or $1.04 stores.
