Fur flies over cat hunting proposal

I would be furious if my state was considering this! How on earth can they distinguish between a feral cat and a beloved pet?! Just one reason why our cats are spayed/neutered and strictly indoor pets.

I'm not in Wisconsin, but wow! I can't believe anyone would suggest this sort of thing. I understand that stray animals can be a problem, but this seems extreme. I would also be furious!
