Ugh, no idea, but if you find out, let me know! I have this symptom at time with my other signs. I have some sort of Auto immune disease. They tell me it is some sort of contact dermatitis. I just turn red and start feeling itchy. Sometimes my fingers turn red and puff up. For about two years I had to carry the gel benedryl with me at all times, because it would flare up for no reason and I would use that like lotion. It always worked. I was told it was nothing to worry about. And there was nothing really to do but use benedryl or something.

If you are talking about someone that doesn't have anything like an auto immune disease, it could be something as simple as being allergic to a hand soap or lotion. I know that sounds like the symptom that I got when I used to work at a nursing home and would put on gloves with the power. I found out quickly that if I use gloves that aren't powder free my palms turn red and itch. I have really sensitive skin and some hand soaps and lotions do this to my hands also, I don't think it is the scent but the dye or whatever they use for color because I notice it when I use pink soap in restrooms and places like that.

Good luck, I know how irritating this can be.
